Asbestos registers and management plans

Under the Occupational Health and Safety Regulations 2017 in Victoria, employers and people who manage or control a workplace have duties to identify asbestos, control the risks and keep an up to date asbestos register. The register records where asbestos is, what type it is, whether it is friable or non-friable, its condition and any work activities that could disturb it. WorkSafe Victoria says the register must be reviewed at least every five years, and whenever asbestos is removed, enclosed or sealed, or its condition changes.

The register must be made available to employees and contractors who could come into contact with asbestos at the site. Many workplaces also maintain an asbestos management plan that sets out how asbestos will be managed, who is responsible and when it will be removed. Before refurbishment or demolition work starts, there are further duties to identify and remove asbestos that could be disturbed.

Licensed removal, air monitoring and clearance

WorkSafe Victoria requires a licensed removalist for the removal of more than 10 square metres of non-friable asbestos, and any friable asbestos must be removed by a Class A licence holder. Most commercial jobs fall well within licensed work. Licence holders must also notify WorkSafe before licensed removal work begins, and prepare an asbestos control plan for the job.

During friable (Class A) removal, air monitoring is carried out around the work area to check that fibres are not escaping. When the work is finished, an independent competent person inspects the area and, if it is clean, issues a clearance certificate so it can be safely reoccupied. Waste handling and EPA compliant disposal

Asbestos waste from commercial sites is regulated by EPA Victoria. It must be securely wrapped in heavy plastic, sealed and labelled, carried by a vehicle with EPA permission to transport this type of waste, and taken only to a facility authorised to accept asbestos. The waste movement is recorded through EPA’s Waste Tracker system, which creates a record from your site to the receiving facility. Missing or incomplete records can lead to notices or fines, so it pays to use a removalist who handles this properly.
